Summary

A short boxed note for owners rebuilding old Dragons (rule numbers as of 1997). A restored boat may be measured under the rules that applied when it was first measured, not when it was built, or under the latest rules. Major repairs such as re-decking, replacing ribs or moving the keel also require a swing test, under rule 10.20, which applies to yachts first measured after 1 March 1989 or after a major repair or alteration.

Anyone attempting this level of restoration should take particular care to ensure that the restored boat conforms to the class rules. You have the choice of restoring the boat under the rules that applied when it was first measured (not when it was first built!) or the latest rules. However, if the repairs are major, i.e. a re-decking, replacing ribs, moving the keel, then the boat will also need to be swing tested.

Rule 10.20 “yachts first measured after March 1st 1989 or after a major repair or alteration shall be subject to the swing test.”

If in doubt, ask the IDA.
